Security community of South America: the construction of South America Defense Consul, in UNASUL

Abstract

With the advent of new threats, problems, and solutions to strategically sensitive historical constitutions, there is a need for cohesion and aspiration of integration. Searching to confront these new challenges to security politics, is notably necessary for the construction of a security community. According to Deutsch, there are two possible alternatives for the construction of such a community. Regarding the construction and preservation of peace, it is a reference to a "pluralistic security community", as when seeking to obtain power, whether for general or specific purposes and to acquire a common functional identity, concomitant to the consolidation of peace, it is called as an "amalgamated security community". Given the complexity of the strategic security and defense, there is a regional movement of securitization in South America, which wants new ways to consolidate the progress of a security community, based on the creation of the South America Defense Council (CDS). The Brazilian proposal for the formation of a sub-regional security council was made under the justification of the possibility of enriching the military cooperation mechanism and extension of the level of mutual confidence throughout the region. Although recently established, the CDS is effective institutional progress within the framework of UNASUL, due to being advisory in the area of security cooperation and defense, demonstrating its centrality to conflict prevention and industrial bases in the defense sector pre-existing.(AU)
