Undertaking: a new look on the Brazilian public management

Abstract

The internationalization of the global economy goes beyond the merely economic phenomena, intervening in politics, society and culture. In this scenery, it includes Brazil, that faces huge challenges with different characteristics for being a country of continental dimensions. It looks that the role of public manager has a basic importance in the face of these changes and challenges experienced in the country. In this meaning, the view about the subject entrepreneurship, especially in public administration, has been changing, being discussed and widespread for rethinking concepts and redirecting actions to make it efficient. Thus, studying entrepreneurship in public management becomes a major facing challenge to make state management more efficient and viable in searching a directed administration for outcome. In this context, the general aim of this research is to analyze the role of the entrepreneur in the public administration, who will seek to achieve the general objective and deepen into the topic by the following specific objectives: a) describe the profile of public management, his functions and difficulties; b) analyze the main characteristics of entrepreneurship and entrepreneurial profile; c) understand how public managers can develop and improve entrepreneurial characteristics; d) understand how the public entrepreneur can help in the process of changing in public management. Therefore, this research project will be founded on a qualitative research characterizing by a biographical review on entrepreneurship in public management, aiming the entrepreneurial profile, based on the analysis and reflection of the ideas expounded by the authors who discuss the issue. Therefore, it is believed that through these reflections is possible to understand more deeply the difficulties faced in the public sector, develop public policies of encouragement to the entrepreneurship and finally seek alternatives to help in the process of changing the state administration.
