Housing deficit and Housing Policy in the Metropolises of São Paulo and Campinas

Abstract

The housing problem plays an important role on the struggle for the city rights and on the way in which the urban space is historically produced. Inside the urban politics discussion, the objective of this project is to perform a research that allows us to understand better the recent transformations (from 1970 to nowadays) in housing politics issues on the metropolitan regions of São Paulo and Campinas. To do so, it is suggested the following study strategies: a brief theoretical review relating the housing issue and the space production with the main contemporary capitalist determinations and its accumulation pattern; a diagnosis of the problem through analysis of evolution, composition and characteristics of housing deficit; a critical review about the post-1964 housing politics and specially of the Minha Casa Minha Vida program; highlighting of the possible limits that the dynamics of the macroeconomy, the incorporator capital and the use/appropriation of the urban soil impose to the implementing of these projects in a global way; and, finally, it is intended to generate, as a result of this research, an exercise consisting in the creation of a schedule that contributes to a proposal of reviewing housing politics of the studied regions.
