Abstract

The purpose of this research is to analyze empirically the relation between the Brasilian National Congress and the national defense policy, using as reference and parameter the FHC's and Lula's government mandates (1995 to 2010). Will be analyzed the Congress conduct during this period with this theme and what is the interference that Legislative Power has in the final result of the decision taken.The base to analyze it will be a big bibliography research about all themes that could be related with this thesis - Brazilian Foreign Policy, formulation of Foreign Policy, Brazilian Legislative Power, Fernando Henrique Cardoso's and Luis Inácio Lula da Silva's governments. In complement, a data base from Cebrap - Brazilian Centre of Analysis and Planning - with information about all voting took to Congress from 1989 to 2010 will be examined. (AU)
