CHALLENGES IN COMPREHENSIVENESS OF ATTENTION TO STD/HIV/AIDS: VULNERABILITY OF THE PROGRAMS IN BASIC HEALTH UNITS IN THE CITY OF SÃO PAULO

Abstract

Despite the success of the Program for HIV / AIDS in Brazil and the world is perceived in practice, difficulties in the realization of the principle of integration proposed by the Unified Health System (SUS). There is discontinuity of actions carried out in primary care services and these services with specialized care. This study aims to assess general, the Family Health Strategy (FHS), attention to HIV / AIDS, with regard to the execution of the whole, taking as look at the concept of vulnerability in its programmatic dimension. As evidence for this analysis we have: the organization of services, human resources and inputs, actions taken, health administrators and their staffs about the meanings of completeness. This research will be of type Case study and take quantitative and qualitative data. The conceptual framework of vulnerability will be used in dimension, aiming to understand the policies and actions organized to address the problem of HIV / AIDS. The study sites will be the supervision of Area Health Field Clean the Health Coordination Africa (21 UBS working in the ESF and the PAC, a total of 124 teams) and Butantã of Health Coordination Center-West (14 UBS acting 19 teams) that rely on a unit for assisting people living with HIV / AIDS. The subjects are all managers and staff of ESF drawn these reporting units. Interview will be conducted with these subjects and the analysis will be used content analysis of Bardin. This study was approved by CEP EEUSP and Municipal Health Secretariat of Sao Paulo.
