The performance of Councils of the Environment in the local environmental management

Abstract

ANALYSIS OF EFFECTIVENESS OF MANAGEMENT POLICIES AND ENVIRONMENTAL SANITATION FOR SANTO ANDRÉ CITY - SPABSTRACT: This project is inserted in the objectives of MEGA project - Methodology for Strategic Assessment of Environmental Management Process - of the studies of Public Politics and Public Health, of the SIADES - System of Environmental Informations for the Sustainable Development - of the Faculdade de Saúde Pública - USP. Objective to analyze the effectiveness of management politics and environmental sanitation, while local environmental management and public policies implementation, aiming at the public health promotion and sustainable development. To deal about a study case for Santo André City. Specific objective: i) Review of the pertinent bibliography to the subject environmental sanitation and the instruments used in its local management in the State and Municipal scope, environmental governance, sustainability, social participation, management councils, public policy evaluation and instruments of local environmental management; ii) documental researches of legislation, plans and projects; iii) MEGA date analysis, using the Discourse of the Collective Subject methodology; iv) To establish correlations between the mentioned data. MEGA has as main objective the development of a Methodology for Strategic Assessment of Environmental Management Process, concerning the implementation of public policies to contribute and to fill the existing gap in monitoring and evaluation actions on the process of public policy implementation, in the context of sustainable development.Keywords - Environmental public policy; sustainable development; environmental sanitation
