Abstract

The organizational competitive intelligence (I.C.O.) is a process that helps the planning and corporate strategy. This process is fundamentally dependent of elements and information process, whose amplitude can be minimized, in part, by the technologies of information and communication. The elements and information process act straightly linked to the routine professional activities, as well like in process decision. Faced with the ascent of others studies, whose results are more perceptible for the organizations, as, by example, subjects related to information management (I.M.) and knowledge management (K.M.), to technology of information and communication (TIC's), the organizational culture (O.C.) rescued itself the perspective of humanistic school of Administration, standing out the relevance and essencialidade of persons like fundamental in actually management models process. The arguments diffused in decade of 1980, with advancement of Japanese model, recuperates-itself the relevance of organizational culture, that passes it to be perceived like the reality of organization, since is by means of her that the persons interpret the phenomena of organizational world. In that sense, understands itself need of achievement of study that involve subjects as to O.I.C. and to O.C., of form it establish the relation between the persons, the information, the knowledge and the technologies of information and communication in the context of organizational competitive intelligence, more specifically in what plays to the information culture informacional (I.C.) Stand out-itself the relevance of research, therefore will be able to provide a matrix concerning the to I.C. to organizations inserted in the context of local productive arrangement (L.P.A) of Marília-SP city sustenances industry. From the analysis intends to propose a model of I.C. come back to the process of O.C.I. The main objective of the research is going to evaluate the elements and the process constituents of information culture essential for the process, in the industries that compose the LPA, of sector of sustenances, of Marília-SP city. It presumes that exist a relation, that should be investigated, between the elements and process cultural advisers of the relations between individuals, information, knowledge and technologies of information and communication, emphasizing the knowledge transference process, like this the proposal follows initially with the composed theoretical chart with authors as Choo (2003), Cavedon (2003), Valentim (2003), Miller (2002), Cuche (2002), Tarapanoff (2001), Schein (2001), Geertz (1989) between others, the which so much in studies of I.C. like as in studies of O.I.C., dissension exists and tendencies consolidated in different theoretical lines. The methodological procedures are anchored in the qualitative approach, whose approach will be exploratory descriptive research and the case study. As technique of fact-gathering will utilize itself interviews and questionnaires with open questions, as well like the analysis of documents. The instruments will be: script of interview and questionnaire structured. To technical for the analysis of facts collected will be the analysis of content of Bardin, aiming at attend to complexity of subjects approached. Like this, the argument focus human aspect as being inherent and essential to organizations in process of O.I.C., since competes with the importance attributed to the technologies of information and communication in the corporate scope.
