State, planning and housing in Brazil post 1964: the consolidation of the urban form housing set

Abstract

With this project, we propose to end ongoing research by the IAU-USP from 2014, deepening the understanding of housing production in Brazil in the "second cycle of ideological developmentalism" (BIELSCHOWSKY, 2000) from 1964 until their exhaustion in the early 1980. In this landmark, we have worked around the idea of reducing power of modern design in the production of housing and the city, from the new urban and housing policies and institutions, based on Housing system/National Housing Bank/Housing companies (SFH/BNH/COHABs). The urban form housing set loses the urban and architectural diversity of the previous period (1930-1964), with the production of the Retirement and pension institutes and the Popular House Foundation, in the "first cycle of the ideological developmentalism", according to the same author. The extensive character of the sets of COHABs becomes the indelible mark in the urban sprawl of the period, especially for metropolitan cities, as we have seen already by studying the phenomenon in the cities of São Paulo, Santos, Campinas, Ribeirão Preto and Bauru. In this project, with reflection on the relationship between State and planning, on the one hand, and about the crisis of the modern movement, on the other, we seek to articulate the knowledge of history, economics, sociology, geography, political philosophy, architecture and urbanismo, in order to give density to the approach of the housing production in the military period, seeking to articulate critical understanding built on it with the understanding of national development and the role of the construction chain in reducing the architectural quality in social housing projects.
