Inclusionary housing policies x exclusionary urban (re)structuring processes: dialogue between Brazil and USA

Abstract

The urban regulation of (re)structuring processes called "inclusionary housing policies" in the international literature involve the land value captures through counterparts obtained from real estate market dynamics, used to produce social housing solutions.This research project intends to investigate how is increasing its use in São Paulo, which instruments are mobilized to that, and to verify if the results obtained are so far collaborating to reduce socio-territorial segregation. The hypothesis is that these policies seem to have legitimized valued and concentrated urban restructuring processes, while housing solutions remain residual; disarticulated with housing needs, sometimes dispersed and invisible; besides being focused on new units production and private ownership homes, very different from urbanization and land regularization or policies that aim households permanence and prevent evictions.There's only a few alternative resistance to these processes in the direction of a post-neoliberal regulatory framework that goes beyond market rules and the principles of making housing profitable. On the contrary, there is a growing and gradual incorporation of the entrepreneurial agenda. In order to implement these policies, there are institutional changes of the state and municipal governments, there are new forms of contracting arbitrated privately, focusing on PPPs, and public assets are mobilized in a context of a strong urban regulatory agenda. Taken as a strategy to overcome the fiscal crisis and difficulty in public indebtedness, this context seems to indicate that these policies are designed to enable new and faster forms real estate-financial capital flows.In dialogue with the North American experience - which is the cradle of these policies, a country with a strong regulatory tradition, where the model was conceived and perfected - it intends to delineate the limits of the translation of this model to Brazil, as well as to develop a case study in New York/USA, where these policies have collaborated to create new frontiers for the financial-real estate market, to investigate what morphologies and typologies produced, and also what are the decolonizing alternatives, which actors resist and argue that changes in urban regulation And in the housing system are considered as a threat to public housing and rent regulation, creating situations of unaffordability.
