Social participation in human rights public policies


Action research on the construction of public policies aimed at infantojuvenil population in the city of Piracicaba, with emphasis on social participation in the process of conducting Conference on Human Rights, parameterized by the Secretariat for Human Rights of the Presidency of the Republic (SDH / PR) and the National Council for the rights of Children and Adolescents (CONANDA), and participation in the construction of the Municipal Decennial Plan of those rights. We will take as introducing a basis for analysis, the theory of collective action by Alberto Melucci, the Italian scientist who guided our doctoral work in Italy. The concrete unit of analysis for Melucci (1991), is the collective actor, which is procedurally their collective identity characterized by three dimensions: 1- formation of cognitive structures related to the purposes, means and scope of the action; 2 - activation of relations between the actors interact, communicate, negotiate and make decisions; and 3 - conducting emotional investments that allow recognition. These actors act in an action system involving: mobilization processes, type of organization and leadership models involving ideologies and forms of communication that characterized such action system. The relationship of the group with the outside should include the analysis of competitors, allies, opponents, political systems and the apparatus of social control. With the concern analysis of Brazilian democracy and the possibilities that constitute a strategy for ensuring social justice, we will focus our reflection in the Commons composed of the Councils and the Conferences. Such spaces have been considered as forms of direct democracy, since they are composed of representative stakeholders from different social places: the government, representing the governments, and specific social demands, so are plural spaces and antagonisms scenarios. The antagonisms express differences of representatives of civil society, in part, in relation to the government and, on the other hand, express differences in civil society itself, as this is not a unified subject, but different positions of the subjects. Are polyphonic spaces that do not produce necessarily consensus, but a "no consent consent", as Chomsky (1997) analyzes the neoliberal democracy in which people are considered ignorant and should only be a spectator and not a participant of political decisions, not be in election practices to choose the specialized class. We understand that this "specialized class", in Brazil, is not limited to the ruling elite, but the entire apparatus of management that uses knowledge for the manipulation of consent. Polyphony this process produces what Laclau and Mouffe (1985) conceptualize as "empty signifier" - "when a significant loses its direct reference to a certain meaning" (Laclau, 2006). Given this vacuum, we have observed that a "specialized class" fulfills the task of producing meanings that have been the basis for the norms proposition, resolutions and laws that can be advanced towards the recognition of social rights, but do not guarantee effective these. The methodology of this research is qualitative, because we want a psychosocial analysis and policy, with a hermeneutic approach. This is an action research because at the same time collect the data participate in the process of the Conference and the preparation of the Ten-Year Plan. comments will be made participants, documentary study and interviews with members of the Executive Committee of the Joint Conference, with delegates elected at the Conference and members of the Intersectoral Commission for the drafting of the Municipal Plan Decennial of the Rights of Children and Adolescents. We intend to contribute to the democratic qualification of decision-making about public policies to guarantee human rights. (AU)
