Abstract

This project continues the analysis of government policies of public subsidy to private provision of basic education. This object is subject of investigations coordinated by me since 2006. I want to characterize and analyze programs in three diferents contexts. We consider them in the relationship with the growing of global movements by " Schools choice" and incorporate them into the analysis matrix in development of this form of privatization.The first program is School in widespread Association Agreement / Portugal since the 1980s from the democratization processes in that society. The second refers to the current model in Ireland, whereby the primary and post-primary education are subsidized by the State and offered, for the most part, by Catholic denominational schools. The third program runs from policy implementation in the state of Pará, which shall institutionalize private placement mechanism with public subsidy for primary education.The explanation for such choices anchors in the interest in analyzing, in various contexts, the nature and modus operandi of policies that are based on the assumption that the public subsidy to private provision of education is a determining factor for improving the educational process and for ensuring the right to education. Then, I Would-be comparing the results of research now proposed with newly concluded research about charter school models of Maryland and Washington-DC. (AU)
