REPRESENTATIVE DEMOCRACY IN QUESTION: POPULAR PARTICIPATION IN THE LEGISLATIVE PROCESS REVIEW OF THE DIRECTOR PLAN OF SÃO CARLOS - SP.

Abstract

This project aims to discuss the representative democracy in face of the various possibilities of popular participation in the city urbanization process, as an important urban planning tool and an integral part of the social function of the city, as laid in the Federal Constitution of 1988. This fundamental right grows economically in line with the environment as a whole, without any social exclusion, being possible when it can count on a participatory urban planning. This work, in order to directly confront the issue of the social function of the city, especially about the popular participation in urban public policies, presents an innovative approach that has the objective to produce a theoretical framework capable of guiding the management and legislative aspects regarding urban practices. The methodology of this work will be, in general, quantitative and qualitative. It will go through bibliographical reviews, access to official documents regarding municipal urban planning, meetings and interviews with councilors from São Carlos - SP, direct observing the work of the legislative power in the municipality in relation to the community participation at the time of revising the director plan of the city. The urban matter shall be covered from the general to the particular. It will be always worked the interactivity of mechanisms and instruments described in laws with possible practices of urban planning, especially analyzing the democratic participation practices, having as object of study the city of São Carlos - SP.
