The processes of recent urbanization and its interfaces with the contemporary territorial and urban planning: the case of metropolitan area of Campinas


New patterns of urban spaces conformations are associated with a significant change in the social dynamics under the global productive restructuring. This phenomenon comprehend the constraint of places, a new economic role played by the cities, the re-signification of the larger metropolis, the detachment of towns, the regional imbalance expressed by the main metropolitan areas suburbanization and the territorial sprawling of new settlements. The understanding of these recent configurations is relevant once they show a tendency of unequal urban development, adding to the complex wefts woven since the Second Industrial Revolution the environmental issues. The intention of this research is organize and analyze the set of master plans and urban laws formulated between 1970 and 2006 in the 20 municipalities of Campinas Metropolitan Region. The urbanization patterns and urban growth guidelines adopted in the legal provisions will be compared with the effective urban sprawl patches under the implementation of the subdivisions and horizontal condominiums. The implantation of a substantial number of these kind of settlements indicate the arrangements of social segregation requiring a reflection about the relationship between the urbanization constraints and the regulation means of urban expansion, as it has been treated by the municipalities. In this scope, it is thus intended to obtain indications of public and private agents role by the processes they play to define the intention of city project to be implemented. (AU)
