Abstract
The concept of the Multipurpose Cadastre, which emerged initially in the countries of the European Community, provides for the effective utilization of the data relating to real estate for registration purposes and local and regional strategic planning. The European model of Cadastre, usually relies on accurate positioning of the plot and his physical description, the characteristics of use, providing the implementation of public policies for the effectuation of the social function of property. It is common to find in Brazilian cadastral systems city hall practically abandoned, with many flaws and without any maintenance policy. The main instrument in support of Cadastral Systems is the Cartography, which has been regarded as important supplier of graphical information to the planning activity, serving as support for decision-making. With the establishment of law 10257/2001, various instruments of public policies were instituted to direct the urban policies, aiming mainly to guarantee the social function of property, assisting in the promotion of social justice. For the implementation of these important instruments of public policy, it is necessary to know the local reality, in order to allow the necessary analyses from accurate and appropriate diagnoses. With the objective of assisting this process, especially the small and medium city hall, this project proposes the development of a cadastral survey method, from the integration between images obtained by a model airplane and GPS-RTK, which provides a reduction of time and consequent costs of the work, maintaining the accuracy of the results, both in implementation and update Cadastral system. Therefore, it is expected that small businesses can implement this method, enabling projects of this nature that may be developed for the city hall. (AU)
