This is a qualitative research whose goal is to understand the experience of Professional Primary Health Care in relation to the rights of users. The study will be conducted in two stages. Initially, there will be a systematic review on the subject, searches have been conducted in all databases of the Virtual Health Library (VHL) and will be replicated in PubMed, Embase and CINAHL. The second stage will consist of an action research that aims to achieve three levels: survey of problems and propose solutions, awareness through the reflective process advocated by the experience study, and finally produce new knowledge through the outcome of the discussions. At this stage, the study will be developed with professionals working in 12 Basic Health Units administered by the PSF Adventist University of São Paulo (UNASP). Will set up a working group, composed of 20 people, four of each professional involved, who will be members of the Family Health Team (physicians, nurses, nursing assistants and community health workers) and ancillary administrative staff. The call will be made by the researcher, which will clarify the purpose of the study, the voluntary nature of participation, the guarantee of anonymity of individual information, the filming of meetings and other issues that arise. After the expression of interest in participating in the professional it will be informed about the date and place of the first meeting. After the formation of the working group, will begin meetings in seminar format. The group will establish the specific topic and objectives for discussions. The number of seminars will depend on the problems identified and objectives built. It is estimated that there will be about four to six seminars on a monthly basis. The discussion on the issues raised and reflection on them, will produce new knowledge that will be synthesized and published in a booklet format, about 50 pages, divided into chapters, the first and last are written by the researcher, the others will be written by members of the working group involved in the research, which will include the authorship of the participants. The meetings will take place at the headquarters of UNASP offering comfortable infrastructure for the seminars. The research poses no risk to participants. Data will not be treated individually, ie, the lines, the issues raised, the propositions solution and reported experiences will be assigned to the group, ensuring the anonymity of individual information, however, can not guarantee the anonymity of participation. At the end of the study, with the publication of the collection, you can identify those who participated, but it will not be possible to identify the author of the speech and individual contributions. As a side benefit, this study will enable the lifting of the problems, needs and strengths of the performance of the professionals surveyed, as well as the proposal of solutions and the production of new knowledge. The data will be analyzed qualitatively using the theoretical framework of Bioethics. (AU)
