The next moment the neo-developmentism that entails, without breaking with the neoliberal logic, new Keynesian formula solutions, where the state seeks to recover its social role - through policies and compensatory re-nationalization of industry. The intent of this project is to analyze the behavior of popular struggles in the light of these two periods, in Brazil, ranging from large mass social movements fighting for land, housing, employment by the movement of social groups most atfected - women, indigenous and young - the guidelines ofthe World Bank is in education, family agriculture, on public safety.
