Abstract

The Constitution of the Federative Republic of Brazil, from October 5, 1988, provides in its articles 211 and 214 the requirement of the scheme of cooperation from federal agencies in meeting education, indicating the creation of the national education system, articulated by guidelines issued by National Education Plan. The institutionalization of the Fund for the Maintenance and Development of Fundamental Education and Advancement of Teachers (FUNDEF) in 1996 and the Fund for the Development of Basic Education and Valuing of Education Professionals (FUNDEB) in 2006, demanded actions that promote inter-government relations between the federal, state, federal and district municipalities in the area of education. Seeking to understand the possibilities created by the intergovernmental dynamic, the study aims to analyze the present educational policies in the Metropolitan Region of Campinas that favor or hinder the construction of the system of collaboration in education. Understanding education as state policy, we seek to studies of public policies necessary references to build the research methodology, so the research of educational policy should be guided by the laws that govern the education, the programs in education; and individuals responsible for their implementation within the metropolitan region of Campinas. We will take as instruments the literature review, documentary analysis and semi-structured interviews. (AU)
