Meta-evaluation as a tool for the improvement of public health policies evaluation

Abstract

This project aims the achievement of a critical analysis of a participatory/emancipatory evaluation process, focused in the development of methodologies in public health policies evaluation. Face to the growing demand for transparency in the use of public resources, the result orientation guidelines has been consolidated in actions of government at different levels, along with the trend toward institutionalization of evaluation results. Its purpose is to enhance control over the coverage and quality of policies and programs developed, and to allow its improvement. It becomes essential the development of studies on "meta-evaluation", which intend to analyze the degree of information supply of those who orders it, and also how is the actual contribution for the establishment of quality standards for this practice. The objectives of this study will be driven by the evaluation of the results of a training offered by Brazil Ministry of Health in partnership with the Syrian-Lebanese Hospital (SP) in 2010, in Sorocaba Health Region (SP). At the same time, it will develop a meta-evaluation of this process, based on the parameters organized by the Joint Commitee on Standards for Educational Evaluation. Both processes will be based on constructivist learning focused in the stakeholders group interests (key players in the Health Region chosen). The collected primary data will be organized using the NVivo software (La Trobe University, Australia), and it will be analyzed based on the theoretical framework of Pecheux, 1987. (AU)
