Social housing in Brazil post-1964: architecture, city and management: a comparative study between the production of BNH/COHABs and CEF/PAR in cities of the State of São Paulo


Understanding social housing as State promotion, this research proposes to proceed comparative studies between federal housing policies in Brazil, from the military coup of 1964, particularly during 1964-1986 (via BNH/COHABs) and from 1999 (via CEF/PAR - a residential leasing program). The study has as object the components of urban and architectural design and the public management in housing policies. The research universe is the State of São Paulo, in municipalities in which they were created the COHABs today coincident with host cities metropolitan regions established legally from the 1970s (São Paulo, 1973, Santos, 1996 and Campinas, 2002), Ribeirão Preto and Bauru. The study is based on mapping housing ventures promoted in two phases: (1) from 1964, when it rearranges the national planning system, inside the housing finance system (SFH) with centralized State management, resources managed by the National Housing Bank (BNH) through operative local housing companies (COHABs), until 1986 with the assumption of the patrimony of the BNH by Caixa Econômica Federal (CEF); (2) since 1999, the PAR ventures, with another land and urban logic and with joint management between the Union, municipalities and private entrepreneurs. This period must be defined during the study upon the knowledge of the program performance. In the 1980s and 1990s, focusing on the period from 1986 to 1999, will be functional the construction of a frame of reference with a series of ruptures and experimentations of architectural and urban design from the criticism of the modern movement and the model state of extensive social housing production.
