A reference model for local productive and innovative systems management

Abstract

The aim of this project is the development of an integrated reference model for Local Productive and Innovative Systems Management, starting from a selected group of a gathering (clusters) of small and medium companies (PMEs) in the state of São Paulo. A reference model means a systematized group of concepts, principles, and indicators that can guide actions of private and public agents in order to promote such productive arrangements. This research basically tries to answer the following questions: 1st) What are the fundamental requirements for the transformation of agglomerates (clusters) of small and medium companies (PMEs) in innovation systems and production?; 2nd.) What are the relationship degrees among the enterprises that compose a local productive and innovative system (frequency and intensity of joint actions)?; 3rd) What are the different governance structures and configurations that can be found in such systems, and what are its local and regional linkages with other global regions ?; 4th) What is the role of the National System of Science, Technology & Innovation (including requirements of the Technology Basic Industry - BI - Normalization; Industrial Metrology and Certification) in the process of modernization of the industrial enterprises (PMEs) inserted in the local production and innovation systems? Besides, the aim is also to develop an integrated system of indicators for analysis of the main characteristics of the local production and innovation systems and of local development, that serves as reference for public policy implementation related to this kind of configurations.(AU)
