Abstract

The Center will work to collect and analyze data, support the formulation of public policies, facilitate public-private partnerships to implement efficient IP projects, in addition to adding value and innovation to existing Public Lighting services for public spaces and local businesses. The center's fundamental concern will be the inclusion of small and medium-sized municipalities in this movement of decentralization and acceleration of the energy transition, providing technical assistance not present in these small municipalities. At the same time, the aim is to modernize the infrastructure of public lighting services in general, aiming at its increasing integration with "smart city" services.The Center's initial objective will be to meet the demands of small and medium-sized municipalities, as mentioned, which represent the majority of electricity consumption for IP in the State of São Paulo and where the greatest economic potential in terms of energy efficiency is still concentrated. Estimates indicate a potential reduction of 39% in electricity consumption in public lighting throughout the State, with an average of 45% in municipalities with less than 500 thousand inhabitants and 25% in municipalities with more than 500 thousand inhabitants. This represents a considerable impact on city hall budgets. It is estimated that 3 to 5% of the municipal budget is used solely to pay for electricity consumption in these municipalities.The estimated annual savings potential in public lighting in the State of São Paulo is in the order of R$348 million (Echevarria et al, 2023). If CePISIP demonstrates that it can save R$10 million at the end of 5 years, its impact is a clear counterpart to the investment made by Fapesp.CePISIP is part of the context of factors relevant to the development of cities in São Paulo, through innovation in public administration processes, integration of smart city technologies, and new business and economic development. It considers the energy transition and decarbonization of the São Paulo economy in line with the Climate Action Plan of the State of São Paulo - PAC 20501. (AU)
