Governance for the circular economy in Brazil: a look at the territories and production chains in the Brazilian Amazon

Abstract

Understanding and connecting the different levels and thus establishing effective models of innovation and governance in the Circular Economy (CE) have been presented as important research gaps and challenges for scholars on the subject. Therefore, this work aims to: 1) understand how the measures adopted at micro (products) and macro levels (countries and Global Value Chains - GVCs) have affected territories and local production chains (meso levels) in the Brazilian Amazon; 2) carry out a diagnosis and analysis of how Brazil is structured to manage the Circular Economy at these three levels and; 3) integrate the life cycle perspective into studies and analyzes to understand these different connections and their impacts on the different aspects and dimensions (social, economic and environmental) of sustainability, to contribute to mitigating actual and potential trade-offs. For this, this project can be developed through two case studies in the Brazilian Amazon (in the states of Amazonas and Pará) and literature review work in the areas of innovation, transition to sustainability, and governance for CE. As the main result of these initiatives, it is expected the development a method that allows evaluating and measuring how innovations (do not) happen and affect the performance of public policies, the quality of life of the local population, and the aspects and indicators of sustainability.
