International migrations, labor reform and COVID-19 pandemic: implications for artistic work in a comparative perspective

Abstract

The objective of this project is to analyze the relations observed in work in the artistic field, considering the changes arising from the Labor Reforms and the new migration laws, approved in both countries in 2017, in an international comparative perspective - France and Brazil - in the context of the Covid 19 pandemic that also reaches both countries, among many others in the world. I intend to understand the connections between these political, social and health dimensions that expand and strengthen through public policies formulated by the respective national States, in constant dialogue with the context of globalization and neoliberalism, methodologically considering the consubstantiality of social relations in class, gender, race/skin color. To do so, I return to selected results from two surveys I carried out, with FAPESP's support, in an international comparative perspective considering the aforementioned countries. First, I propose to compare the results obtained in the FAPESP Thematic Project entitled "Work and Profession in the field of culture: teachers, musicians and dancers" (August 2003 to December 2007). Fifteen years after the end of this project, I propose a new one, whose field of study will privilege artistic work in two forms of employment (formal and intermittent), in the same two public theaters already researched (Theatro Municipal de São Paulo, in Brazil and Opera Paris, France). Comparing the results obtained at that time with the working conditions and relations in the new, context is the objective of this project. Secondly, to resume the results found in the research carried out recently and already completed, referring to the changes observed also in the conditions and labor relations in the perspective of migrations, also in formal and intermittent work, whose data have already been analyzed favoring the OSESP - Symphonic Orchestra of São Paulo, in Brazil and the Statute of the Intermittents du Spectacle, in France (FAPESP, 2015/2017). In this project, I question what changes in the social relations observed in labor within the scope of the reforms mentioned in the context of the pandemic, but also what remains. (AU)
