Energy poverty and vulnerability: a case study of the low-income Community of Vila Nova Esperança (SP)

Abstract

This project aims to carry out an exploratory research on the theme of energy poverty and energy vulnerability in a community located in an irregular settlement between the municipalities of Osasco and Taboão da Serra, the neighborhood of Jardim Vila Nova Esperança. Focused on a theme in which research is still scarce both at the national, state and macro-metropolitan levels, the research will carry out a survey of quantitative data for the calculation of the multidimensional poverty index, in its traditional form as it was initially put forward by the Oxford Poverty and Human Development Initiative (OPHI) as well as with a broader form complemented by the inclusion of the dimension of energy deprivation. The project will also collect data on the perception of poverty and energy vulnerability through a short complementary questionnaire and carry out an ethnography of the community and its relationship with the institutions that are at the forefront of energy management and governance at the municipal and state levels. Based on ethical principles of co-sharing, horizontal dialogue and the co-production of knowledge, this research is aims at producing innovative results and, potentially, an innovation in the areas of urban governance, energy and micro-territorial studies on the dynamics of poverty in Brazil.
