Abstract

The epicenter of this investigation is the region surrounding the last of the HPPs built on the upper reaches of the Paraná River, that is, HPP Porto Primavera, located between the states of São Paulo and Mato Grosso do Sul. In the two decades of its history, Porto Primavera has faced a number of tumultuous phases in politics and in the national economy, as well as important social and environmental events, which reflected directly on its project. The SP-MS Watercourse corresponds to a space traditionally depressed, weakened and far from the decisions and actions of state and federal political power. The transformations known by the SP-MS Watercourse region, motivated by the implementation of HPP Porto Primavera, were obviously not the same and did not have the same intensities in each of the two states. In environmental terms, the Mato Grosso do Sul portion suffered the greatest impacts; the São Paulo portion stands out for greater evidence of effects at the socioeconomic level. The entire set of compensatory and mitigating works and the actions carried out by CESP and added to the construction of the HPP served as a stimulus for the economic reactivation of this territorial portion. CESP was, in fact, an important agent in the transformation and construction of the regional landscape. The main objective of this project is to prepare a diagnosis and prognosis of the impacts of compensatory and mitigating works, contained in the EIA-RIMA of HPP Porto Primavera, in the process of landscape construction in the SP-MS Watercourse. Another more specific objective is to carry out detailed studies of social and environmental impacts, certainly present in rural settlements. The theoretical and methodological procedures of this project are supported by the GTP paradigm (Geosystem/source - Territory/resource - Landscape/resourcement). The most relevant result of this project is the assessment (diagnosis-prognosis) the impacts of compensatory-mitigating works on regional development, particularly on the environment. (AU)
