The approval and implementation of Federal Law No. 10,861 / 2004, which established the National System for the Evaluation of Higher Education (Sinaes), has, in the National Commission for the Evaluation of Education (Conaes), the collegial body responsible for defining the organize the evaluation processes, as well as the coordination and supervision of this system. Considering the relevance of the Commission, a deliberative body with authority to instrumentalize and configure evaluative practices, this research will seek to understand the role it occupies in the process of effecting and consolidating the Evaluation System, in response to the requirements established in the national and international scenario. The exploratory research is part of the field of Policy Analysis, with special attention to the process of institutionalization of said System. The methodological procedures are based on the documentary analysis of the records in minutes of the meetings held by Conaes, from 2004 to 2018, and interviews with (former) presidents, in order to understand the referrals contained in the documents under study. For the analysis of the data, both of the minutes in question, as well as of the interviews, Alceste will be used, software for the Analysis of Textual Data that allows to extract the most significant information, guided by content analysis. As a result, it is expected to understand the role of Conaes in the construction and implementation of Sinaes, as well as to expand the reflections about the evaluation system of higher education in existence, revealing possible contributions to the improvement of the quality of education, as well as to identify the answers to the demands and / or expectations of the internationalization of this level of education. It is also expected results that show initiatives with potential for the improvement of the quality of higher education. (AU)
