Citizen Strategies for Public Policies of Technocommunication Scope at Smartcity: Scientific and Social Contribution of the 20 Years of Studies of the 22 @ Barcelona Project

Abstract

The project intends to carry out a systematic review of our theoretical-bibliographic production about Project 22 @ BCN, but also of what was produced between 1998-2019 and also of the Public Policies developed in the same period to account for the social and urban transformations in the place. Between 2001-2002 we developed the project "Cities of knowledge: plans and strategies for citizenship and cities of the 21st century: a study from Barcelona" (FAPESP - 00 / 07672-4), at the time 22 @ BCN Project was in the initial phase. However, the process was already underway since 1998, when the city of Barcelona made public the call for suggestions, for improvement and enlargement of the official document, by organizing civil society. Finally, in 2000 the Town Planning Subcommittee of the City of Barcelona approved the Modification of the Master Plan creating the 22 @ BCN activity district. After two decades, it is necessary to understand how the relationship between space and the techno-communications forms implanted in the city have modified living and participation in government decisions. Thus, the general objective will be to raise and understand citizen participation in the creation and application of public policies and actions in the neighborhood of Poblenou, locus of 22 @ BCN Project, which triangulates official norms, media / technologies and place / identity. To achieve this goal, we continue with the mixed methods, developed in a previous research (FAPESP: 2016 / 23386-0), considering that the collection of data, both quantitative and qualitative, will be necessary. Previously developed concepts such as Territorial Media and Smartcity continue to be updated to better understand the contemporary urban communication theme. (AU)
