Experimentation of a program of actions for the sustainable and participatory land regularization (RFSP) in a sub basin pilot: a case study involving microbiological contamination of waters in the Guarapiranga basin

Abstract

The main objective of the coming of visiting researcher Jacques Lolive refers to his participate in the project Fapesp Auxílio Regular 2017/21337-4, "Experimentation of a program of actions for the sustainable and participatory land regularization (RFSP) of irregular occupations in a sub-basin pilote: a case study involving microbiological contamination of waters in the Guarapiranga Basin", Principal Researcher: Cintia Okamura, Institution: CETESB - Companhia Ambiental do Estado de São Paulo. Background: Before describing the work plan in which Jacques Lolive, visiting researcher, will participate during his mission of twelve (12) months in Brazil we shall describe the background that justify this request. Jacques Lolive was the coordinator on the French side, of the FAPESP-CNRS Research Project (2013-2014) nº 13 / 50022-0 "The contribution of the field of atmospheres to the construction of instruments and methods of sensitization, communication and participation involving populations exposed to the risk of biological contamination of water" and Cintia Okamura was the principal investigator of the Brazilian side. The realization of this research provided important insights that were the basis for the preparation of the Project FAPESP Regular 2014 / 07014-0, "From Risk Communication to Risk Culture: building the bridge with tools and methods to empower population in situations of environmental risk", which was designed by Cintia Okamura together with Jacques Lolive and proposed to test and build relevant methodologies to analyze, develop and enhance the experience of the exposed population to contribute to the development of a culture of risk. Jacques Lolive has played a fundamental role in the definition and implementation of the Diagnosis and of the Participatory Forums that constituted the main stages of the research. The results of this research allowed the elaboration of the first version of two participatory risk communication protocols: one for technological risks and the other for contaminated areas. In order to improve these management tools, Jacques Lolive brought his experience as an analyst and evaluator of public policies to participate in the development of these new CETESB action frameworks. It was also during this time that Jacques Lolive developed with Cintia Okamura the new research related to this request. This project has just been approved by FAPESP, Regular nº 2017 / 21337-4. Work Plan: for the visiting researcher Jacques Lolive from April 2014 to March 2015. *Meetings with the staff of the CETESB: Meetings will be monthly or according to the need. *Fieldwork in the piloted areas of the Caulim River basin. *Participatory diagnosis with the population and institutions concerned: historical analysis of public policies, controversies analysis and risk atmospheres approach. *Preparation of the Irregular Occupations Forum (which will comprise the Institutions Forum and the Residents Forum): previous sensitization of the inhabitants based on methods such as the forum theater, scenes of risk, the writing workshop. *Implementation of the Irregular Occupations Forum, which will involve two types of complementary actions: the Community Based Participatory Research and the Sustainable and Participatory Land Use Regularization Program.
