Abstract
This research proposes to study the process of urbanization in Brazil from the analysis of urban plans and projects (in the urban, regional and territorial levels) and their repercussions in the territory. The main objective is to verify the new paradigms of the Brazilian territorial order from the process of metropolization. Our sources will be: national public policies, political planning programs, urban plans and urban projects, territorial infrastructure, laws and decrees and other planning actions that have collaborated to the urbanization process. Our method is based on the concepts of Urban History, empirical and qualitative debate and the verification of the influence of concepts, matrices and theories on the planning actions. The analysis focuses on the post-1988 period characterized by productive restructuring, political-administrative change and changes in socioeconomic dynamics (national and international). The research is justified by the recognition of a new territorial transformation that is propagated and intensified with the state planning actions and private initiative that, together they consolidate a dispersion of the urbanization. From this context, it is possible to identify a repositioning of the territorial function of the cities (large, medium and small) and of the regional planning (macro-metropolitan, metropolitan and non-metropolitan) arrangements in the land-use planning that require revision in relation to inherited planning standards of the 19th and 20th centuries.
