Abstract

This research project was prepared by researchers from the Public School and University Network who, since 2016, have been studying educational policies in the State of São Paulo. The theme that circumscribes the project is the analysis of the educational policy of the State São Paulo in the last 23 years (1995-2018), in terms of formulation, implementation and results, expressed in the reforms, programs and projects, considering a spectrum that includes from the implantation to the forms of resistance. Thus, the purpose of the research is to analyze the educational policy of the State of São Paulo in the period indicated, based on the elements that permeate the set of actions of the State Secretariat of Education, aiming to understand its orientations, advances and resistances. We consider that the apprehension of public policies and the way in which they are conceived, formulated and executed requires an understanding of the State's way of operating, as the State' conception guides the analysis of the forms of State action and its level of intervention in society. The methodological procedures involve the accomplishment of qualitative-quantitative research, since they aim to cover statistical and documentary analysis and field research. The data will be collected and analyzed based on the theoretical assumptions of public policy analysis that consider the relations of a given policy or program with the more general social, economic and political arrangements (LASSWELL, 1951), adopting the perspective of the Theory of Balanced Score of Baumgartner and Jones (1993), which provides a strong integration between qualitative and quantitative studies, adequate to the understanding of the long-term variations in the same field of public policies, methodological approach.
