Abstract

This project aims to analyze the main factors and conditions for the innovation of environmental sanitation governance in the metropolitan region of São Paulo, considering its heterogeneity and overlapping of different vulnerabilities. The analytical reference is the existing framework and the need to move towards integrated and participatory governance of public policies and programs in the face of climate variability, increasing social demands and significant socio-territorial transformations, as determinants of the adaptive capacity and resilience of ecosystems and systems sociopolitical. This refers to the analysis of the characteristics and organizational structures present in municipalities, urban agglomerations and metropolitan regions. As a hypothesis, it is necessary to review the existing practices of interaction between different territorial jurisdictions, with emphasis on their relationship with infrastructure systems, notably in the context of vulnerability and climate change, with regard to water issues. In addition, by using institutional indicators (sustainability and health) it is possible to identify characteristics of the ecosystems, aspects of vulnerability and asymmetries inherent to social, political, economic, environmental factors, health factors and quality of life. The research will address major factors that result in political-administrative conflicts and their impacts on the implementation, sustainability and effectiveness of a new perspective for environmental sanitation governance and it will evaluate the possibility of promoting transparency and social participation in public policies in the face of emerging conflicts and different forms of their manifestation. From an analytical perspective geared towards the ecological, economic and political dimensions of environmental governance, a matrix of sustainability indicators and an analytical synthesis of the main advances and bottlenecks of the environmental sanitation governance of the metropolitan region of São Paulo will be developed with this research.
