Abstract

IAL has established itself as a reference institution in Public Health, developing scientific research and performing analytical procedures for diagnostic elucidation and sanitary control, rapidly addressing the demands of Health Surveillance of the different regions of the State of Sao Paulo and other units of the federation. The data regarding the IAL scientific-technical production (services, publications, continuing education, and professional training) in the last 5 years have indicated that the institution performance is consistent with its mission, as part of the Health Surveillance System of the State of Sao Paulo, and convergent to the priorities established on 2016-2019 PES (State Plan for Health), producing satisfactory results in the areas of concentration of such demands. The IAL Research Institutional Development Plan intends to be an auxiliary resource for planning and management, aiming to encourage the development of laboratory researches and contribute to the integrity of government actions for the protection, prevention and promotion of health, and improvement of the quality of life for the population. The chosen strategy lies on the development of technological units, enabling the implementation of advanced methodologies for the study of incidence and biological diversity of pathogens, identification of biomarkers in health events/diseases, and assessment of food/water safety of relevance to Public Health. The research grants and infrastructure resources requested in this plan will be allocated for structuring of the following units: bioinformatics, georeferencing, and next-generation sequencing, and also to enhance units such as flow cytometry, chromatography, and spectrometry. Together, these units will allow IAL to offer better conditions for the provision of public services and generation of research in its operational field. With the accomplishment of the projects presented here, we expect to establish new research lines, gain expertise, generate high quality human resources, and strengthen competencies to keep IAL as a Center of Excellence and Reference in Epidemiological, Sanitary and Environmental Surveillance, operating at the forefront of science, technology and resulting in suitable technological solutions to the challenges in Public Health.
